الملخص باللغة العربية:

استهدفت الدراسة التعرف إلى أولويات البحث في العلوم الاجتماعية، الذي يشكل عنواناً عريضاً يطرح إشكالات عريضة متعلقة أولاً بمدى وجود خطط بحثية حقيقية تطور إستراتيجيات وتتبنى أولويات ومدى الحاجة لها في بيئة لا تؤمن بالقيمة المضافة التي تقدمها المعرفة. ثانياً: غياب الإدارة الإستراتيجية الواضحة للبحث العلمي التي ترسم الأهداف وتحدد الأولويات البحثية ينعكس في عملية هدر مستمرة للكفاءات البشرية التي تجد نفسها إما مضطرة لإطلاق مبادرات بحثية فردية معزولة عن أية إستراتيجية، أو مدفوعة للهجرة بحثاً عن بيئة علمية وبحثية تحتضنها وتقدر كفاءتها، بالإضافة إلى هدر الموارد المالية على قلتها في مشاريع بحثية لا مردود اقتصادي ولا اجتماعي يقابلها وليس لها أيضاً علاقة بالواقع المجتمعي بأبعاده المختلفة.

وعمدت الدراسة إلى التعرف إلى الإشكاليات التي تواجه البحث في العلوم الاجتماعية، وأهمية تحديد الأولويات البحثية في العلوم الاجتماعية، بالإضافة إلى الأولويات البحثية التي يمكن اقتراحها في مجال العلوم الاجتماعية. واعتمدت الدراسة على المنهج التحليلي باعتباره منهجاً وأسلوباً للتحليل في ميدان العلوم الاجتماعية. وتوصلت الدراسة إلى وضع إستراتيجية واضحة تعمل على تضييق الفجوة بين البحث العلمي ورسم السياسات واتخاذ القرارات من أجل تحديد الأولويات البحثية بناءً على قضايانا المجتمعية واحتياجات الأفراد. بالإضافة إلى اختيار البحوث وتمويلها وفقاً لارتباطها بالاحتياجات المجتمعية من أجل خدمة المجتمع أو معالجة مشاكله، بهدف تقديم اقتراحات ورؤى موضوعية لعلاجه.

الملخص باللغة الإنجليزية (ABSTRACT):

The study aimed to identify research priorities in the social sciences, which constitutes a broad title that raises broad problems related first to the extent to which there are real research plans that develop strategies and adopt priorities or not, and the need for them in an environment that does not believe in the added value provided by knowledge second.

The absence of a clear strategic management of research that sets goals and research priorities is reflected in a continuous waste of human competencies that find themselves either compelled to launch individual research initiatives isolated from any strategy or driven to migrate searching of a scientific and research environment that embraces it and values its efficiency, in addition to wasting financial resources though little in research projects that have no corresponding economic or social return. Moreover, they have nothing to do with societal reality with its various dimensions.

The study aimed at identifying the problems facing research in the social sciences, and the importance of defining research priorities in the social sciences, in addition to the research priorities that can be proposed in the field of social sciences.

The study is relied on the analytical approach as a method for analysis in the field of social sciences. The study reached a clear strategy that works to narrow the gap between scientific research, policy-making and decision-making in order to set research priorities based on our societal issues and the needs of its members. In addition to selecting and financing research according to its relevancy to societal needs in order to serve the community address its problems, with the aim of providing objective suggestions and visions for its treatment.
